02 Levy Setting


Every year, ACC review and reset the levies they apply to businesses, vehicle owners and employees for injury cover that is funded by the ACC scheme so that it best reflects any changes in the lifestyles of New Zealanders. ACC’s goal is to make the levies as fair as possible, and this year they sought to increase engagement with more New Zealanders in the process. 

Traditionally the levy reviews have involved a heavily manual, primarily paper based consultation process – which potentially captured the voice of a handful of informed and passionate New Zealanders, rather than reflecting a broader view – working through those submissions came at a significant cost to the organisation.  

With a commitment to seeing this consultation process grow to capture more informed submissions from more New Zealanders and businesses – as well as be more reflective of the thinking of New Zealanders – ACC worked with DNA to develop a website that could be more accessible and transparent. This was achieved by by feeding back information to users throughout the process.

ACC set out to facilitate better understanding of the Levy process, present a view of the favourability, or otherwise, of a proposed levy based on commentary within the site, and readily enable an electronic submission. In addition, ACC sought to capture and retain the insight and thinking from submissions to help inform decision-making within the organisation – in both the short and longer term – about the needs of New Zealanders.

The site aligns to the different stages of the consultation and levy setting process – taking on different forms and presenting time relevant information in support of the business practices – in what is a year long process. Users experience an interface that enables self selection (individual, business), easily takes submissions and facilitates comments. The site also reports live on the days left in each stage, the number of submissions received and allows users to view feedback on the submissions. 

Ultimately, this solution enables ACC to be open as an organisation, and demonstrative in sharing the thinking, views and decision-making around levies to a wide range of New Zealanders.

This site drew on previous experience that DNA had developed for WCC’s Long-term Plan consultation, and extended that to be an even more transparent, simple and inclusive process. The consultation program this year looks set to become an exemplar for the public sector in consulting with Kiwis.
